StarWind Software to the rescue, they have a product called StarWind Server which is iSCSI Target software that can convert any Windows Server into a SAN.

They even have a free version if you just plan on testing, if you require more features the StarWind Server product is still a deal starting at $995.

I am particularly interested in this for Hyper-V so I use/share storage for my test VMs.
