You can try it now, all you need to install is the following:

Windows Azure SDK (October 2008 CTP)

Windows Azure Tools for Visual Studio (October 2008 CTP)

System Requirements:

• Supported Operating Systems: Windows Server 2008; Windows Vista Service Pack 1
• Microsoft Visual Studio 2008 SP1 with Visual Web Developer or Microsoft Visual Web Developer 2008 Express Edition with SP1
• SQL Server 2005 Express Edition (or above)
• Windows Azure SDK
